Democrat Michael Welsh led Republican Rep. Kevin Mannix by nearly 8 points in Oregon House District 21 as of early Friday, Nov. 6, according to unofficial returns.
Welsh, an occupational safety professional from Keizer, had 53.8% of the vote (8,648 ballots) to Mannix's 46.0% (7,390 ballots), according to Triyak News election results.
Only 53% of precincts had reported as of 3:05 a.m. Friday. The Oregon Secretary of State labeled all returns unofficial.
The district covers central Salem and Keizer, along with parts of north and east Salem, according to the Statesman Journal.
The race attracted more than $1 million in combined contributions, the Statesman Journal reported in October. Mannix's campaign reported $560,418 in cash and in-kind contributions in 2025 and 2026, with major donations from the Evergreen Oregon PAC and the Bring Balance to Salem PAC.
Welsh's campaign reported $501,386, with the largest share coming from Future PAC House Builders and the Democratic Party of Oregon.
Mannix, a north Salem resident who runs a law firm, served in the Oregon House and Senate as a Democrat and then a Republican from 1989 to 2000. He was the 2002 Republican nominee for governor, according to CIV.IQ. He flipped the previously Democrat-held District 21 seat in 2022 and won reelection in 2024, the Statesman Journal reported.
Welsh said his working-class background and experience as a husband, returning student and father of two children in the school district set him apart from Mannix, the Statesman Journal reported.
The District 21 contest fits a broader pattern across Oregon. The Oregon Capital Chronicle reported that Democrats led in 39 of 60 House races on election night. If those leads hold, the party would surpass its previous record of 38 seats, set in 1974.
The Salem Reporter reported that Democrats were leading in four of five Oregon House seats representing Salem and Keizer as of 11:15 p.m. Tuesday, Nov. 3. Marion County Clerk Bill Burgess told Salem Reporter that afternoon that his office had collected more than 120,000 ballots, though only 60,801 had been counted at that point.
Ballots are still being counted. All results remain unofficial.
